All users, including students, teachers, administrators, staff, substitute personnel, and educational organizations are governed by this policy and are expected to be familiar with its provisions. A signed consent form (found at the end of this policy) must be appropriately signed and filed at each users' location in order to utilize the district's electronic resources, technologies, and the internet.
This document formalizes the Educational Purpose and Acceptable Use of Electronic Resources, Technologies, and the Internet Policy for users of Jefferson County Schools' network and access to the Internet via West Virginia Network for Educational Telecomputing (WVNET). The purpose of this policy is to assure all users a safe digital environment, outlining consequences that align with federal/state laws, state, district, and school policies especially Effective Behavior in Safe and Supportive Schools as well as to meet Federal Communications Commission (FCC) guidelines and e-rate audits.
The appropriate use of technology and digital resources promotes positive and effective digital citizenship among students and staff. Digital citizenship represents more than technology literacy. Successful, technologically fluent digital citizens live safely and civilly in an increasingly digital world and use technology responsibly. They recognize that information posted on the Internet is public and permanent and can have a long-term impact on an individual’s life and career. All users need to be part of this digital citizenry to appropriately and safely learn, work, play, and live in today’s global society.
The International Society for Technology in Education (ISTE) has produced materials in the book, “Digital Citizenship in Schools” that describes nine elements of digital citizenship.

Digital Access - full electronic participation in society
Digital Commerce - the buying and selling of goods online.
Digital Communication - the electronic exchange of information.
Digital Literacy - the capability to use digital technology and knowing when and how to use it.
Digital Etiquette - the standards of conduct expected by other digital technology users.
Digital Law - the legal rights and restrictions governing technology use.
Digital Rights and Responsibilities - the privileges and freedoms extended to all digital technology users, and the behavioral expectations that come with them.
Digital Health and Wellness - the elements of physical and psychological well-being related to digital technology use.
Digital Security - the precautions that all technology users must take to guarantee their personal safety and the security of their networks.
